Wiki content development and administration

Overview

In outline, we expect wiki development and administration to work as follows:

Each Action Groups will look after their own public sub wiki ('workspace').through which to present information to the Fab Lab community
Action Groups may have their own private sub wikis in which to collect internally useful information to support their activities.
The members of an Action Group will have permission to edit their sub-wikis. The action group generally decides who will create and edit what content.
The action group steward will manage adding and removing users to/from the Zoho user groups through which editing permissions are accorded.
